Don't write to bluej.pkg if it doesn't exist

      Description

      At some point we should stop creating bluej.pkg files and only use package.bluej.

      BlueJ 2.3.0 released in the summer of 2008 was the first version to support package.bluej. Maybe a year later would be a good time to stop writing to bluej.pkg.

      There are instructions in bluej.pkgmge.BlueJPackageFile about how to implement this (just remove a few lines of code in the save() method)
